I wanna make a fanmade video for Youtube and wanted to know where I go to ask if I can use it. No looking for a profit off it but just for a fun video.

We don't know. You could try Comedy Central's legal department or you could try our admin nall.

Just do it, man. They're only going to say no anyway because media conglomerates are dicks. Make it, put it up and if they make YouTube take it down, put it up again.
And by all means, post a link here when you do.
