In case you didn't notice, those mean were Randy with a fake nose and moustache, Gerald with a colorful Afro wig and a red clown nose and not to forget to mention Stuart with a plastic bag pulled over his head.
There were also two unknown South Park men..

The episode is Tom's Rhinoplasty(sp?) In it Wendy sends the sub teacher into the sun to keep her away from Stan. It's a great Wendy moments, and yes Wendy is as messed up as Cartman. Mentioning them being alike also reminds me of the episode where Wendy thinks she is falling for Cartman and prays it is not so.
