It's because chicken and cow first come to mind. When people ask ask why they didn't use pig that's like asking why they didn't use turkey or lobster...it's stupid.

Say, this episode reminded me of an extremely graphic documentary I've seen about how the Japanese actually does pretty much slaughter the poor dolphins & whales in their water territories, but of course not for the "incriminating" photo (although it was definitely hilarious).
Because the fish market is very large & important in Japan, they'll do whatever it takes to prevent their fish economy from slipping, so dolphins & whales are, in turn, hated by the Japanese for consuming a lot of the fish in their local waters and resort to killing them outright from where they swim, the practices which we now know as "whaling" and "dolphin-hunting".
It was a long time ago since I've seen it, but this is what I've recalled from the documentary, so all this is NOT meant to imply anything spiteful against the Japanese people. I love Japan, in fact, and wish to go there someday and perhaps say "F*** You, Dorufin & We-ru!" just once while I'm there.

You're correct. Not every Japanese person eats whale or dolphin. Been living here over 10 years and I've not seen it sold in any supermarket or restaurant in my area.
South Park folks I don't believe are saying all Japanese are this way on purpose. They are parodying things but at the same time with the underlying message of how all folks on all sides of the issues have both + and -.
Not everyone who watched this episode may see that though.
